java.lang.NoClassDefFoundError: org/apache/commons/collections4/ListValuedMap after upgrading 12214

After upgrading SOA 12.2.1.3. to 12.2.1.4. we're experiencing the following error: "java.lang.NoClassDefFoundError: org/apache/commons/collections4/ListValuedMap"

After examining the server, we see that the following is missing on the 12.2.1.4. SOA: "${ORACLE_HOME}/oracle_common/modules/org.apache.commons.commons-collections4.jar"

Has this library been removed from 12.2.1.4 onward? If so, what is the recommendation to resolve this?
