Complex Password Policy Is Not Working Properly - Password must not contain any of user ID, first name or last name when their length is larger than 2 (Doc ID 2678996.1)

Goal

For the password policy

Go to identity console --> Manages --> Password Policies and edit the Default
Policy enabling Complex Password.

"Password must not contain any of user ID, first name or last name when their length is larger than 2' is not working properly in OIM12C.

example:

If last name is Hines then it should reject Hines@123 as password but not High@1234.

In OIM11gr2PS3 it is accepting High@1234 however rejecting the same password in OIM 12C.
