WebCenter Enterprise Document Conversion Processor is not Converting a PDF to a Tif (Doc ID 2680264.1)

Symptoms

When the Capture Document Conversion Processor is executed, it changes the prefix of the batch (indicating success) but the file is the same PDF as before the conversion, and no errors are returned.
