Symptoms

While reassigning a task, if you search for users without using any filter criteria, all users are returned. 

If you search for users using any filter option, no results are returned and there's an error popup with "Search failed with an error. Queried Participants exceeds limit. Use a better Search Query, which returns allowed number of participants."
