Symptoms
A recently upgraded SOA 12.1.3.0.0 to 12.2.1.3.0 with an inbound email adapter is not creating a SOA instance if an email (with attachment) is sent to the email account that is monitored.
SOA Server is a stand alone one.
Is being found in the SOA server .out file the following exception:
