Rejected Criteria Workflow items, executing exit event and not triggering entry event

Criteria Workflow items are being rejected and triggering the exit event for that step before returning to previous edit step. Additionally when going back to the last edit step, it is not triggering the entry step anymore either.
This seems to be occurring in 12.2.1.3 and 12.2.1.4 (previous releases worked as expected).

Criteria Workflow items are being rejected and triggering the exit event for that step before returning to previous edit step. Additionally when going back to the last edit step, it is not triggering the entry step anymore either.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Steps to create Workflow:
Create a workflow with 2 steps
1 - review step (with edit rights)
2 - approve step with review only
For each enter and exit conditions a piece of idoc script to trigger a metadata update on a field eg <$wfUpdateMetaData("xCMKeywords","In Review")$>
Set the metadata to change to different values for each event

Submit new document to workflow
Confirm changed metadata field from review entry step
Approve the review step to approve step
Confirm the changed metadata from approve entry step
Reject the item
Confirm the changed metadata is from the approve exit step, and not triggered the entry step.
