On : 12.2.1.4.0 version, Installer
When attempting to create a domain for IntegratedWebLogicServer, the following error occurs.
ERROR

Cannot run program "cmd.exe" (in directory "C:\oracle\middleware\oracle_home_12.2.1.4\oracle_common\common\bin"): Malformed argument has embedded quote: "C:\oracle\middleware\oracle_home_12.2.1.4\oracle_common\common\bin\wlst.cmd" "C:\Users\MyUser\AppData\Roaming\JDeveloper\system12.2.1.4.42.190911.2
STEPS

The issue can be reproduced at will with the following steps:
1. Run the following "wlst.cmd"
> cmd.exe /c ""C:\oracle\middleware\oracle_home_12.2.1.4\oracle_common\common\bin\wlst.cmd" "C:\Users\MyUser\AppData\Roaming\JDeveloper\system12.2.1.4.42.190911.2248\o.j2ee.adrs\BuildDefaultDomain1.py""
