libOVD Error "Server chose SSLv3, but that protocol version is not enabled or not supported by the client" (Doc ID 2682114.1)

Symptoms

libOVD 11.1.1.9.

OBIEE environment

Active Directory Authentication provider configured in Weblogic connecting to AD on SSL port. AD users are visible in weblogic console.
But Unable to fetch application users and roles from Enterprise Manager.

BI Server diagnostic log file shows the following error stack
