Goal
Is WebCenter Sites 12.2.1.3.0 Supported on Oracle DB 19.x?
FMW 12.2.1.3.0 Certification Matrix currently only shows Oracle Database (On-Premise) 18.3+ as the latest Oracle DB supported/certified.:

However, FMW 12.2.1.4.0 and FMW 12.2.1.2.0 Certification matrix both list Oracle Database (On-Premise) 19.3+ as the latest:
