Issue With Webcenter Content After Enabling Framework Folders (Doc ID 2683714.1)

Symptoms

When enabling Framework Folders and migrating content from folder_g the WebCenter Content login page disappears. If Framework Folders is disabled the login page becomes visible again.

We also see this issue after updating to 11.1.1.9 and the latest patch.
