Oracle Unified Directory (OUD12c) Targets are Shown as Down on OEM 13c (Doc ID 2684606.1)

Symptoms

On : OUD 12.2.1.4.0 with version 13cR2 EM plugin

Oracle Unified Directory (OUD) Targets are shown as down on OEM:

While adding Oracle Unified Directory (OUD) Targets to OEM it was noticed that all OUD with the exception of 2 instances succeeded.  For some reason OEM shows them as down.
Deployed version of OUD Plugin 13.2.1.1.0 on OEM 13cR2.

Expect OUD instances to show in EM as up, as they are up.

It was identified that the following OUD versions are OK / Green on OEM:

Oracle Unified Directory 12.2.1.3.180829
Oracle Unified Directory 12.2.1.3.0

Following OUD Version is shown as down on OEM:

Oracle Unified Directory 12.2.1.4.0
