Attempting To Install Oracle Forms 12.2.1.4.0 And Installation Hangs (Doc ID 2685044.1)

Symptoms

Installing Oracle Forms on Windows and after selecting Forms and Reports Deployment for the Installation Type, the installer changes the Installation Type color to red and the install does not continue.  There is no error on the screen.

The install log from the install shows:
