Can an OWSM policy set exclude a resource, rather than simply including one?

For a particular use-case ,it is necessary is to implement an OWSM policy set in EM where:

all services are secured using a wild card (*). However, it is necessary to exclude one service from using the Policy Set.

Is there a syntax when configuring an OWSM policy set for SOAP services that says "secure everything except service A"?
