"handshake_failure" Accessing Forms using Web Start in SSL with OAM Integration (Doc ID 2686734.1)

Symptoms

Configured Forms/OAM integration in SSL. When accessing a form using Web Start, the form does not display and the Java console shows:

network: Connecting socket://<OAM_HOSTNAME>:<OAM_PORT> with proxy=DIRECT
javax.net.ssl.SSLHandshakeException: Received fatal alert: handshake_failure
at sun.security.ssl.Alerts.getSSLException(Unknown Source)
at sun.security.ssl.Alerts.getSSLException(Unknown Source)
at sun.security.ssl.SSLSocketImpl.recvAlert(Unknown Source)
at sun.security.ssl.SSLSocketImpl.readRecord(Unknown Source)
at sun.security.ssl.SSLSocketImpl.performInitialHandshake(Unknown Source)

Forms (SSL) and OAM (SSL) integration is working when accessed through IE.
Forms (SSL) without OAM integration works when accessed using Java Web Start.

The formsweb.cfg includes entries for: 

webstart=enabled
webstart_codebase=https://<FORMS_HOSTNAME>:<SSL_PORT>/forms/java
