Check Ins and Uploads Fail When Items have the Same dDocName. (Doc ID 2686750.1)

Symptoms

Webcenter Content 11g and 12c.

A check in or an upload of a new content item fails.

When the CHECKIN_NEW service is used the error will be like this:

Content Server Request Failed
Error Content item 'TEST12345' was not successfully checked in. The content ID is not unique.

When the CHECKIN_UNIVERSAL service is used the error will be like this:

Content item 'TEST12345' was not successfully checked in. The content item is not currently checked out.
