Internet Explorer Is Slow to Load the First Page when Java Plug-In 2 SSV Helper Is Enabled (Doc ID 2686798.1)

Symptoms

When a non-administrative user launches Internet Explorer 1 from a Java application, it takes over a minute to load the first web page.  During loading, there is no error or exception.  The unresponsive behavior does not persist after the first web page is loaded.  Moreover, the issue is not specific to launching any type of application.

However, if the SSV Helper load time is checked, the delay can be seen.  The load time can be checked in Internet Explorer by choosing "Manage Add-ons" from the Tools menu.  A sample of the SSV Helper Add-on page is shown below:

 

 

Additionally, the Windows Task Manager shows an "ssvagent.exe -old" process during the period when Internet Explorer is not responsive.

Note 1: The issue does not happen to admin users.
Note 2: Disabling the SSV Helper from Internet Explorer will avoid the issue. However, Oracle does not recommend disabling the SSV Helper. See Ramifications of Disabling the Java Plug-In 2 SSV Helper for details.
