Social Sign-In with IDCS in an APEX App do not redirect to IDCS to ask credentials and come back to APEX Builder Credentials Page (Doc ID 2687254.1)

On : APEX 19.1 version, Administration

When attempting to use Social Sig-in Authentication with IDCS
the following error occurs.

APEX fails to re-direct to IDCS to get credentials and comes back presenting the APEX Builder Authentication page asking for Workspace/User/Password

The issue can be reproduced at will with the following steps:
1. Configure an Application in  IDCS (for APEX)
2. Enable Authentication as Social Sigh-in in APEX with the IDCS information provided
3. Try to run the application and it get re-direct to APEX Builder credentials page
