Goal

We are on SOA DB 12cR1. We need to upgrade DB to 19c.

Do we have to use CDB/PDB for 19c ? Is that ONLY certified supported approach.

Can we upgrade without CDB/PDB SOA DB ?

We are on SOA 12.2.1.4
