Webservice Request Fails in WebLogic 12c when SOAP Header is Having soapenv:mustUnderstand="1" (Doc ID 2691481.1)

Symptoms

The WebService Request is failing when SOAP Header Is Having soapenv:mustUnderstand="1".The WebService application was migrated from 10.3.6 to 12c 
After migration we are seeing the below error in soap response where as it is working fine in 11g environment.

The issue can be reproduced at will with the following steps:
1. Send WebService request as specified above.
2. Error is returned.

Changes

The application was migrated from 10.3.6 to 12.2.1.4.
