Running Any Command from ORACLE_HOME/ohs/bin Fails with the Error "symbol lookup error" and "undefined symbol: __intel_new_proc_init" (Doc ID 2692496.1)

Symptoms

When trying to run "htpasswd" command, for storing usernames and password for basic authentication, it fails with the below errors:

Running any command present under ORACLE_HOME/ohs/bin fails with the same errors.

Issue can be reproduced at will using the below steps:

1. Open bash_profile file present under user's home directory
vi .bash_profile
2. Set env variables as below:
ORACLE_HOME=<PATH_TO_ORACLE_HOME>
export ORACLE_HOME
LD_LIBRARY_PATH=$ORACLE_HOME/lib:$ORACLE_HOME/ohs/lib
export LD_LIBRARY_PATH
3. Navigate to ORACLE_HOME/ohs/bin
4. Run any command in ORACLE_HOME/ohs/bin and it fails with the above mentioned errors.
