Desktop Integration Suite Client Never Connects to the WebCenter Content Server -HTTP 302 'Temporarily Moved' (Doc ID 2692997.1)

Symptoms

The user has recently installed a new WebCenter Content server (WCC) environment, version 12.1.2.4.0.  The user attempts to connect to this WCC using the Desktop Integration Suite Client (DIS), 12.x.x.x.  Using the WCC URL, the user is able to click-on the new server icon, but the login prompt never occurs and the user is eventually confronted with a timeout error.  Network tracing shows that DIS sends out a correct request to login, but is repeatedly sent back a HTTP 302 'Temporarily Moved' response that is not from the WebCenter Content server.  

Then user is able to connect to other WebCenter Content Server in this environment using this DIS client.
