Symptoms

Not able to Access the EM in WebLogic 12.2.1.4.

Installed the FMW 12.2.1.4 infrastructure with OHS 12.2.1.4.
After starting the Admin server, when trying to access the EM (Oracle Enterprise Manager - Fusion Middleware Control 12c),

it is hanging and not going through.
