Symptoms

After the SAML federation integration between the Oracle Access Manager (OAM) 12c as Service Provider (SP) with IBM ISAM (IBM Security Access Manager) as IdP (Identity Provider), the IdP is unable to parse the incoming SAML request from OAM and no SAML response generated back to OAM.

The http headers contains the following error:
