inputFile component's shortDesc and "Required" attribute is not read in JAWS reader (Doc ID 2695890.1)

Symptoms

An ADF page is rendered in accessibility mode. JAWS will proceed to then read and highlight all input components on the page. Note there is an inputFile button 'Browse' with '* required File Name' short desc

You notice that the Browse button is read out but not the required label '*' or the short desc 'File Input is a required field.' Optionally try using the Tab key to move all the way back through the page and landing on the Browse button. Again, the verbage '*' 'File Input is a required field' is not read. The input file is a required field.

In this case the label is rendered using:

Issue: JAWS is not announcing label "*" required for Input File.
Issue: JAWS is also not announcing the "ShortDesc" of Inputfile component.
