Symptoms

On : 12.2.1.2.0 version, WLS-Upgrade (non-component)

When attempting to upgrade to FMW 12.2.1.4.0 from 12.2.1.2.0 ,reconfiguring domain fails with:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Installing Oracle Fusion Middleware Infrastructure

Installed 12.2.1.4 infrastruce jar

JDK_HOME/bin/java -jar fmw_12.2.1.4.0_infrastructure_generic.jar

2. Running a Pre-Upgrade Readiness Check

3. Upgrading Product Schemas

4. Started server to verify the database fine.

5. Reconfiguring the Domain
