Accessing the WLS Admin Console Shows the Error: "The page cannot be displayed" After a New OEM 13c/WLS 12.1.3 installation (Doc ID 2696799.1)

Symptoms

On a new installation of OEM 13c/ WLS 12.1.3, one is unable to access the Admin server url:
https://host:port/console.

The browser displays an error: "The page cannot be displayed".

Reviewing the logs, there are no errors reported but the Admin Server doesn't come up to the RUNNING mode and it stops writing to logs after the following message:

Thread Dumps that were taken at regular intervals after this line seem to indicate all threads are just in a waiting state.
