Goal

How To Configure Custom partitioned-quorum-policy-scheme To Address The Extended Partition Redistribution Lock Scenarios In a Large Cluster?

Coherence has a policy, FailoverAccessPolicy, that allows clients requests to block to ensure backups are created quickly. FailoverAccessPolicy could be modified to work with primary partitions. The approach would block all client requests, even for requests targeted to partitions that are not on transfer plan. If the customer do not mind to temporary block all client requests, this would be a good choice to ensure timely recovery to a "safe" state.
