Symptoms
Cluster membership is changing constantly due to members joining and leaving the cluster, due to the communication delay between the members. This lead to a situation where the cluster membership change has not been propagated to all cluster members immediately. Consequentially, the partition redistribution is delayed/deferred and eventually gets stuck. Partition redistribution should continue unhindered, but not in this case. Customer is using Azul JDK.
The repeated asking for the same primary is due to fact that the owner of partition have problem to lock the partition for transfer.
