WebLogic 12.2.1.4 Fails to Enable SSL with "No trusted certificates have been loaded. Server will not trust to any certificate it receives." (Doc ID 2697430.1)

Symptoms

When starting weblogic after implementing ssl configuration, it is seen that ssl is not enabled and the following errors are thrown.

<BEA-090717> <Invalid server <SERVER_NAME> SSL configuration>
<BEA-090172> <No trusted certificates have been loaded. Server will not trust to any certificate it receives.>
<BEA-000307> <Exportable key maximum lifespan set to 500 uses.>
<BEA-090717> <Invalid server <SERVER_NAME> SSL configuration>
<BEA-000297> <Inconsistent security configuration, weblogic.management.configuration.ConfigurationException: Invalid server <SERVER_NAME> SSL configuration>
<BEA-090034> <Not listening for SSL, weblogic.management.configuration.ConfigurationException: Invalid server <SERVER_NAME> SSL configuration.>
<BEA-002618> <An invalid attempt was made to configure a channel for unconfigured protocol "Invalid server <SERVER_NAME> SSL configuration".>
