WebCenter Enterprise Capture Is Not Processing Documents, with High CPU and Memory Utilization, and Stuck Threads

Symptoms
WebCenter Enterprise Capture is not processing any emails, faxes or scanned documents. The documents are in the queue, but not processing.
There are several different kinds of errors repeating in the logs including:
<[STUCK] ExecuteThread: '54' for queue: 'weblogic.kernel.Default (self-tuning)' has been busy for "1,021" seconds working on the request "Workmanager: default, Version: 0, Scheduled=false, Started=true, Started time: 1021470 ms
", which is more than the configured time (StuckThreadMaxTime) of "1,000" seconds in "server-failure-trigger". Stack trace:

java.io.File.isDirectory(File.java:849)
oracle.odc.util.FileFolderList.listFiles(FileFolderList.java:98)

The stuck threads later become unstuck:
