Slow Query Execution of TaskQueryService (IM0019141218)

We use the TaskQueryService web service interface when we do maintenance on the SOA server.
That allows us to go through a load balancer and sequentially restart the SOA domain and only redirecting the requests to the service if the server is up and running (that’s not the case for the EJB interface).
 
For certain calls the service is very slow. I tried to find out which call exactly is slow but I’m still struggling to create a test case to reproduce it. It could be the updateTask() call that internally executes that query.
In the RCU DB we found the query that is slow. It has a poor optimizer cost of more than 500000.
