Oracle Forms Application Crashes with Chrome (Doc ID 2698292.1)

Symptoms

When trying to access an Oracle Forms application using Java Web Start, it crashed.  This only happens with the Chrome browser and doesn't happen with other browsers.

The Oracle Forms application crashes with below values in its JNLP:
