OBIEE 12c: Admin Console Not Reachable Post SAML Configuration

Information in this document applies to any platform.
Admin console and EM become unreachable. Also there are absolutely no errors in the logs, even after enabling the debugs.
So collected the "lsof" details for the Managed Server port, by running the below commands, and found there are thousands of CLOSE_WAIT on OBIEE side for the Managed Server port "9502"
