Symptoms
Creation of integratedWLS in a newly installed JDeveloper always fails with the following error message:
Running Integrated WebLogicServer Log
[Waiting for the domain to finish building...]
[02:02:37 PM] IntegratedWebLogicServer Domain is invalid. Regenerating it...
[02:02:37 PM] Creating IntegratedWebLogicServer Domain...
[02:03:04 PM] ERROR: An error occurred while building the default domain.

The Server Instance cannot be started because the IntegratedWebLogicServer Domain was not built successfully.
