Admin Console Login Fails after Reordering the Default Provider (Doc ID 2699806.1)

Symptoms

Unable to login to Admin Console with Weblogic Admin User.  A Permission Denied window was seen with below message: 

Changes

 Changed Control flag of newly created SQLProvider to SUFFICIENT and moved this to first position. 

 Moved to the top of the providers list, and set the Control Flag to SUFFICIENT.
