Admin Console Login Fails after Reordering the Default Provider

Unable to login to Admin Console with Weblogic Admin User. A Permission Denied window was seen with below message:
Changed Control flag of newly created SQLProvider to SUFFICIENT and moved this to first position.
Moved to the top of the providers list, and set the Control Flag to SUFFICIENT.
