WebLogic Log Files not Getting Uploaded/Populated

Information in this document applies to any platform.
The managed servers .log files are not getting populated after the server is started.
Logging severity for both .out and .log files is set to NOTICE, but after the server is in RUNNING state, the .log file stops from writing.
