Symptoms

Oracle WebLogic Server 12.2.1.3.0 is installed on Linux x86-64 Red Hat Enterprise 7 and it fails to negotiate a proxy for the Identity Cloud Authentication connection.
It also fails to avoid the proxy for internal addresses, e.g. foreign server connections. Proxy appears to return 403 Forbidden for all connections.
This issue is in relation to WebLogic negotiating proxy for OUTBOUND connection to identity.oraclecloud.com - not inbound.
