Capture Client Does Not Launch With IDCS SSO URL (Doc ID 2703485.1)

Symptoms

After implementing Oracle Asset Manager (OAM) or Oracle Identity Cloud Service (IDCS) to implement Single Sign On, when using either Internet Explorer (IE) or Chrome with the Capture Client, whenever the user attempts to launch the Capture Client (dc-client) from the browser nothing happens. There are no popup messages nor any errors.  The client simply never launches.  The client launches as expected using Firefox.

By opening the IE developer tools (F12) at the Launch Client button page (/dc-client-login.jspx), the following error appears:

The data area passed to a system call is too small

By opening the Chrome developer tools (F12) in the same way, the only apparent error was an HTML message that was cancelled.
