Why the newly configured pump extract fail with the following error when using encrypt option

RMTHOST <IP>, PORT <port no> ENCRYPT AES192 KEYNAME <keyname>

WARNING OGG-01221 Connect failed to <IP>:<port no>, error 111:Connection refused.

WARNING OGG-01223 TCP/IP error 104 (Connection reset by peer), endpoint: <IP>:<port no>.
