ODSEE 11g - Directory Server Console (DSCC) Clicking Any Item Returns to Login with WebLogic Patch 30386660 (Doc ID 2704217.1)

Symptoms

ODSEE 11.1.1.7.190716 and WLS 12.2.1.3.0 with patch 30386660,

ODSEE Directory Server Console (DSCC) returns to login with Weblogic patch 30386660.

When clicking on anything in the Directory Server Console when deployed with Weblogic patched to 30386660.
Reverting the Weblogic to patch 29814665 clears the issue.
Nothing seen in the Directory Server or Weblogic logs to indicate the issue.
