Capture Email Import Processor is Failing with "Failed to obtain Move-To folder {0} " and "A389 NO Request is throttled" Errors (Doc ID 2704608.1)

Symptoms

Emails are not being processed from a Capture Email Import Processor.  The Import Processor is set to only process emails with pdf attachments.

The email account inbox had 600+ emails in it, most of which had no attachments and were not going to be processed by Capture. 

This was causing the following error the diagnostic logs:

Failed to obtain Move-To folder {0} 

With email debugging enable (see Document 2143478.1), the out logs showed this error at the same time:

A389 NO Request is throttled
