Symptoms

ISL (ISH) failing with "LIBTUX_CAT:6879: ERROR: NZ Toolkit initialization returned error 43490 [No error information available]" but it could also be reported for other app servers.

It may be also seen along with Oracle Wallet failures "LIBTUX_CAT:6882: ERROR: Cannot open Oracle Wallet "file:/<Wallet>", error 28771 [Data source is not yet initialized.]" as shown in below ULOG.
