Goal

Is Patch 27195828: MERGE REQUEST ON TOP OF 12.1.0.2.0 FOR BUGS 21623553 23644073 incorporated as part of ojdbc8.jar that comes with FMW 12.2.1.3?

This is in reference to <Document: 2579487.1>  Malformed SQL Text (PARSE ERROR) created by the JDBC driver may lead to ORA-904 or Performance Issue.
