Symptoms

After installing an new 12.2.1.4 infrastructure installation, the http://<host>:<port>/em returns a blank page and nothing is displayed.

The issue can be reproduced at will with the following steps:
1.  Use java version 1.8.0_231 to install infrastructure.
2.  Access WLS Console http://<host>:<port>/console works.
