"opatch apply" Fails With "error code 73" While Applying WebLogic July 2020 Patch (Doc ID 2707025.1)

While applying the the July 2020 WebLogic PSU the "opatch apply" fails with the following exception.

The same error was see if your run "opatch lsinventory" command also.
