ACTUAL BEHAVIOR
---------------
A Form using order by on the SQL does not display the rows in order.

EXPECTED BEHAVIOR
-----------------------
View the rows in order similar to previous version (5.0)

STEPS
-----------------------
1. Upgrade APEX from 5.X to 20.X.
2. Test an existent tabular form.
3. Confirm the result is not the order specified in the SQL statement.
