CFGFWK-64254: Error Occurred In "OWSM Processing" " when  updating  SOA and OSB 12.2.1.2 to 12.2.1.3

As we were running the Reconfiguration assistant domain to update the version 12.2.1.2 to the version 12.2.1.3 for the SOA and OSB, the Assistant displayed the following error "CFGFWK-64254: Error Occurred In "OWSM Processing" Phase Execution" the steps were the following:
