WFR Web Verifier Error "Request timed out" After Upgrading to 12.2.1.4.0 (Doc ID 2709191.1)

Symptoms

Shortly after upgrading to WebCenter Forms Recognition 12.2.1.4.0, users started seeing the following message withing Web Verifier:

Request timed out

Within the Web Verifier trace.log file, the following stack trace appears:
