Oracle HTTP Server Fails to Start with "Cannot connect to Node Manager. : Connection refused (Connection refused)" (Doc ID 2709329.1)

Symptoms

When attempting to start Oracle HTTP Server using the startComponent script, the following error occurs.

weblogic.nodemanager.NMConnectException: Connection refused (Connection refused). Could not connect to NodeManager. Check that it is running at <HOSTNAME/IP>:<PORT>.
Error: Error occurred while performing nmConnect : Cannot connect to Node Manager. : Connection refused (Connection refused). Could not connect to NodeManager. Check that it is running at <HOSTNAME/IP>:<PORT>.
