WFR Import step: Failed to add file <Filepath> to folder! Bad image has been moved to: <Filepath> (Doc ID 2710031.1)

During WFR Import, the below error message appears:

Import step: Failed to add file to folder!
Bad image has been moved to:
<Path>

When attempting to open an image using the Local Directory option in Designer, the following error will appear:

Dynamic link library "igcore15d.dll" could not be loaded!

Error Number: -2147024770.

Additionally, when attempting to import documents through RTS, files are moved to the Import_badimages folder.
